  1. The Government of Barbados has received financing from the Inter-American
    Development Bank (IDB) towards the implementation of the Public Sector Modernisation
    Programme (PSMP) and intends to apply part of the proceeds for the procurement of
    consulting services for which this expression of interest is issued.
  2. The consulting firm is required to provide Change Management Services for the PSMP
    through the development and implementation of change management strategies and
    initiatives to realize the desired organizational benefits and programme objectives. The
    consultancy is expected to be conducted over a period of eighteen (18) months.
  3. The services required for the consultancy include:
    (i) Developing change management strategies and initiatives which are aligned to the
    execution of the PSMP;
    (ii) Developing and implementing change management action plans in accordance with
    the strategies and initiatives developed;
    (iii) Working closely with the MIST Teams and Change Agents to create and ensure
    delivery of the change management strategies and initiatives to help drive the
    adoption of change throughout the Public Service;
    (iv) Leveraging best practices from transformation initiatives and the accompanying
    change management approaches in other jurisdictions, as applicable;
    (v) Engaging key stakeholders from both the MIST and Ministries, Departments and
    Agencies (MDAs) and other beneficiaries as required, to inform the development
    and implementation of the change management strategies and initiatives;
    (vi) Reviewing existing documentation related to change management and
    communication initiatives previously developed to determine relevance and
    appropriateness in terms of the current modernisation effort and the execution of
    the PSMP;
    (vii) Undertaking research with respect to industrial relations in the public sector in order
    to understand this aspect in relation to the transformation that will take place and
    the issues that are likely to be raised to minimise negative effects, employees’
    resistance and maximise employees’ engagement;
    (viii) Identifying and managing potential risks in relation to the implementation of the
    PSMP to maximize engagement and minimise resistance of the individuals and
    groups that will be required to adopt and utilize the various change initiatives to
    operate in the digital economy;
    (ix) Reviewing policies and making recommendations which guide and determine how
    employees are to be dealt with as a result of the workforce adjustments that will
    take place due to the modernisation and transformation initiatives;
    (x) Working with the Change Management and Communications Consultant and the
    Communications and PR consulting firm, to provide change management and
    communication services;
    (xi) Supporting and participating in stakeholder presentations as required in relation to
    the development, implementation and monitoring of the change management
    strategies; and
    (xii) Developing indicators to monitor and evaluate the effectiveness of the change
    management strategies and initiatives in order to measure the impact on achieving
    the overall objectives of the PSMP.
  4. The Government of Barbados, through the Programme Execution Unit, Ministry of
    Innovation, Science and Smart Technology now invites eligible consulting firms
    (“Consultants”) to indicate their interest in providing the services. Interested Consultants
    should provide information demonstrating that they have the required qualifications and
    relevant experience to undertake the services.
  5. The EOI should be no more than twenty (20) pages, presented using the Arial or Tahoma
    fonts with a font size of 12. The following shall be presented but not limited to:
    (i) A description of the firm (Company Profile);
    (ii) Experience of the firm in provision of the required Consulting Services;
    (iii) Assignments of similar scope, complexity and technical specialization completed;
    (iv) An overview of an Approach and Methodology to the assignment
    (v) Proposed Consulting Team.
  6. Consultants will be selected in accordance with the procedures set out in the InterAmerican Development Bank’s Policies for the Selection and Contracting of Consultants financed by the Inter-American Bank (GN-2350-15) and participation is open to all eligible bidders as defined in the policies.
  7. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. For the purpose of establishing the shortlist, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
  8. A consulting firm (Consultant) will be selected in accordance with the Selection Based on the Quality and Cost Based Selection (QCBS) method set out in the policies mentioned above.
  9. All Corporate Tenderers must include with their application a copy of the company’s
    Articles and Certificate of Incorporation as evidence that the company is an existing
    registered company as at the date of application. Note that companies that do not submit the Certificate of Incorporation at the time of submission of EOI’s will be given a maximum of two weeks to submit their Certificates of Incorporation. The Certificate must be in the name of the applicant. This Certificate will not be counted as part of the twenty (20) pages required at paragraph 5.
  10. Any firm incorporated outside of Barbados, which is awarded a contract, will be required to be registered in Barbados as an External company under the ‘Companies Act of Barbados’.
